Thomas Hammarberg Lecture 2Council of Europe Commissioner for Human RightsThe Irish Human Rights Commission (IHRC) is Ireland's National Human Rights Institution (NHRI). National Human Rights Institutions are independent bodies established by States o promote and protect human rights. NHRIs are established under the United Nations Paris Principles. The establishment of NHRIs is supported and promoted by a range of international and regional bodies including the United Nations, Council of Europe, EU Fundamental Rights Agency and Organisation for Security and Co-operation in Europe.

The IHRC is a member of the Bureau of the International Coordinating Committee of NHRIs (ICC)

Since 2006, the IHRC has chaired the European Group of National Human Rights Institutions. The European Group of NHRIs represents 34 institutions from across Europe.
